The bill (Reg. No. 9613) amends the Law "On Court System and the Status of Judges", the Code of Civil Procedure of Ukraine and the Code of Administrative Court Procedure of Ukraine. In particular, it determines the mechanism for publishing the text of judges? oath and the form of address to judges during court proceedings, changes the place and procedure of taking oath by the judges, etc.
Members of the Committee stressed that the bill determines new obligations for the parties to the process but does not contain the norms aimed at their enforcement and does not determine any responsibility for failure to observe the rules of conduct in court.
As to the norm determining that the judges? shall take their oaths during the special ceremony at the Supreme Court of Ukraine with participation of the Head of the Supreme Court, members of the Parliament claimed that the legislation determines that judges? oath should be taken during the solemn ceremony in the presence of the President of Ukraine.
Members of the Committee believe that publishing the text of judges? oath is unreasonable.
